State commission and board (e.g., American Negro Emancipation; Cities and Villages; Displaced Persons; Inter-Racial; Lake Michigan Fish Protective; Medical Center; Protection of the American Hertiage; State Scholarship; Toll Highway; Waukegan Port District Commissions) separate from code departments or agencies (pre-1917); and Merit System Council correspondence are filed with this series. The Merit System Council, a major Civil Service Commission adjunct, supervised personnel activities for downstate county departments. Its records include rules and regulations; and Attorney General opinions. Other correspondence between Civil Service Commission and Department of Personnel discusses holidays; salaries; and employee job classifications. In 1877 General Assembly created Commission of Claims to hear and determine all unadjusted claims against State of Illinois (l. 1877, p. 64). Commission was composed of one judge from Supreme Court and two circuit court judges, all appointed by Chief Justice of Supreme Court.
